Stripe Atlas or an LLC formation service: which route fits a founder in Egypt?

Stripe Atlas forms a Delaware C corporation or LLC for 500 USD and says itself that it cannot guarantee Stripe payments approval. A formation service lets you choose the state and work in Arabic. What each route includes, what it costs after year one, and who should pick which.

The short answer

Stripe Atlas is Stripe's own incorporation product. It forms a Delaware C corporation or a Delaware LLC for 500 USD, obtains the EIN, and lets you activate Stripe payments from the same dashboard. It is the better choice when you want a Delaware C corporation on a venture track and you are comfortable doing everything in English. An LLC formation service such as Foundlie fits better when you want an LLC in a state with a lower annual cost, you want the process in Arabic, and you want someone to prepare the bank and Stripe applications with you. Neither route guarantees a Stripe account: Stripe reviews every business separately, and Atlas says so on its own page.

What Stripe Atlas actually does

Stripe's Atlas incorporation guide sets the scope: Atlas incorporates the company in Delaware, obtains the EIN from the IRS, issues founder equity and files the 83(b) election for C corporation founders. Stripe's product page says startups in over 175 countries have used it, so a founder in Egypt is inside the audience it is built for.

Price and what is included

As of 25 September 2026, Atlas costs 500 USD, which Stripe says covers incorporation, Delaware state fees and the first year of registered agent service; the agent then renews at 100 USD per year. Stripe refunds the fee if it cannot support the business, and every Atlas company receives 2,500 USD in Stripe product credits for its first year (Atlas guide).

Delaware only, C corporation or LLC

Atlas forms only Delaware entities: a C corporation, an LLC, or a C corporation subsidiary of an existing company (company types). Stripe describes the C corporation as the form used to grant equity and the one institutional investors prefer, and the LLC as common for self-funded businesses that do not plan to raise venture capital. On the LLC it adds that profits pass through to the founders by default and that with a non-US founder "tax filings can become complex".

There is no state choice. If you would have picked Wyoming or New Mexico for the lower annual state cost, Atlas does not offer that, and Stripe notes that the Delaware annual tax is not prorated: a company formed in December owes it for that year.

The EIN when you have no SSN

Atlas files Form SS-4 for you. Stripe says the IRS typically issues the EIN in 1–10 business days when the founder provides a US Social Security number, a US company address and a US phone number, and in 10–45 business days when the founder has no SSN (Atlas guide). A founder in Egypt normally has no SSN, so plan around the longer window. It is Stripe's estimate, not a commitment; the IRS sets the pace, as our EIN guide for non-US residents explains.

Address, phone and the registered agent

The guide separates three things founders often merge. The registered agent address is included; Delaware requires it for official notices, and Stripe says it should not be listed as the company address. The company address goes into the EIN application and the incorporation documents, and Stripe says you can use your home address or a virtual address from one of its partners. A US phone number is used only in the EIN application, and a personal or partner virtual number is accepted.

For a founder in Egypt, "home address" means an address in Egypt. The guide does not require a US company address; it only says the EIN is faster with one. Payments and banking after incorporation

Atlas lets you activate US card payments before the EIN arrives and prefills the application from what you already entered; other payment methods wait for the EIN. That integration is the real convenience of Atlas. The same page states that "Atlas can't guarantee that your business will be approved to use Stripe payments". Activation goes through Stripe's ordinary review, and Stripe's US account requirements ask for the physical address where the majority of business activity is carried out, with PO boxes not accepted, and verify the entity, EIN, representative and address. For a founder running the business from Egypt, that address is in Egypt whichever route formed the company; Stripe availability in Egypt, Saudi Arabia and the UAE covers what Stripe verifies.

For banking, Stripe's business bank accounts page says to check whether Stripe Treasury is available for your account and otherwise apply to a third-party provider. Its bank account guide adds that requirements vary by provider, business structure and founder location. Who Atlas will not serve

Stripe's Atlas restricted categories include illegal drugs and marijuana-related businesses, shell banks and anonymous accounts, predatory lending, counterfeit goods, firearms, get-rich-quick schemes, document falsification and unauthorized payment facilitation. Separately, the Stripe Atlas Agreement defines Prohibited Jurisdictions as Cuba, Iran, North Korea, Syria and the Crimean region of Ukraine, and you confirm that the company has no business activity, customers or staff there (as read on 25 September 2026). Egypt is not on that list. The agreement also lets Stripe decline any part of the Atlas services at its discretion.

What you pay Delaware every year

This is the number missing from most "500 USD" comparisons. The Delaware Code sets the annual tax on a Delaware LLC at 400 USD, due on 1 June following the close of the calendar year. The Division of Corporations confirms the figure, that an LLC files no annual report, and that missing 1 June adds a 200 USD penalty plus 1.5 % interest per month. The 400 USD rate comes from House Bill 400, whose LLC annual tax changes took effect on 1 January 2026.

As of 25 September 2026, Stripe's own Atlas business taxes page still shows the older 300 USD figure. The statute and the state govern; budget 400 USD.

A Delaware C corporation instead files an annual franchise tax report and pays franchise tax by 1 March, with a 50 USD report fee and a minimum tax that depends on the calculation method (Division of Corporations). So the year-two cost of an Atlas LLC is 100 USD for the agent plus 400 USD to Delaware, before accounting. What a formation service does differently

A formation service files the same kind of paperwork with a state, obtains the EIN and provides a registered agent. The legal result is the same kind of entity; the differences are the choices you get and the scope of help.

State choice. Foundlie forms the LLC in the state you pick, including Wyoming, New Mexico and Delaware. If you do not need Delaware, this is the biggest practical difference, because the annual state cost follows the state.

Language and support. Foundlie works in Arabic on WhatsApp and email from the first step to delivery. Atlas is an English self-serve dashboard with English documents. For a founder who reads legal English comfortably that is no obstacle; for one who does not, it is the difference between understanding what you signed and hoping you did.

Guaranteed versus assisted. When this is the wrong answer

Atlas, if you want any state other than Delaware. A Delaware LLC owes 400 USD a year whether it earns anything or not. If you chose an LLC to keep a small business cheap to run, Delaware works against that goal.

Atlas, if you see it as a shortcut to Stripe approval. The activation is prefilled, but the review is the same review against the same requirements, including the physical operating address. A company formed through Atlas from Egypt answers the same questions as any other.

A formation service, if you are on the venture track. If US investors or an accelerator expect a Delaware C corporation with investor-standard documents, 83(b) elections and an equity pool, Atlas was built for that and an LLC package is not. Neither is a tax plan. A US company does not cancel the Egyptian tax obligations of an Egypt tax resident. How to choose

  1. Raising from US investors, or joining an accelerator that expects a Delaware C corporation? Atlas, or a startup lawyer. An LLC package is not what they are asking for.
  2. Need an LLC to take card payments from abroad, and want the annual state cost low? A formation service in Wyoming or New Mexico. Read the state comparison first.
  3. Want the whole process in Arabic, with someone preparing the bank and Stripe files with you? A formation service. Atlas is self-serve in English.
  4. Comfortable in English and happy with Delaware anyway? Atlas works well. Budget 100 USD for the agent and 400 USD for Delaware every year for an LLC, and allow for the EIN window without an SSN.
  5. Either way, read Stripe's US account requirements and restricted list before you pay, and treat formation, EIN, bank review and Stripe review as four separate decisions by four different parties.

Frequently asked questions

Can I use Stripe Atlas from Egypt?

Yes, as far as Stripe's published terms go. As of 25 September 2026 the Atlas Agreement's Prohibited Jurisdictions are Cuba, Iran, North Korea, Syria and the Crimean region of Ukraine; Egypt is not among them. Stripe still reviews each application and may decline any part of the service at its discretion, and using Atlas does not change what Stripe payments later verifies about your operating address and business.

Does Stripe Atlas guarantee a Stripe account?

No. Stripe's Atlas guide says outright that Atlas cannot guarantee approval to use Stripe payments. Atlas prefills the activation form and lets you take US card payments before the EIN arrives, but the account then goes through the same review as any other US Stripe account, including the physical address where most business activity happens.

How long does the EIN take with Atlas if I have no SSN?

Stripe's published estimate is 10–45 business days after incorporation when the founder has no SSN, against 1–10 business days with an SSN, a US address and a US phone number. These are Stripe's figures for typical IRS processing, not a deadline the IRS has agreed to. Plan on the longer range.

How much does a Stripe Atlas company cost per year after the first year?

For an LLC: 100 USD to renew the registered agent and 400 USD annual tax to Delaware by 1 June, plus an accountant for the US filings. For a C corporation: the 100 USD renewal, the Delaware franchise tax and annual report by 1 March, and a corporate income tax return. None of these depend on whether the company earned anything.

Can I form the company in Wyoming with Stripe Atlas?

No. Atlas forms Delaware entities only. If you want Wyoming, New Mexico or any other state, you need a formation service or a direct filing with that state. A Wyoming or New Mexico LLC can still apply for Stripe; Stripe requires a registered business to be registered in the US, not in Delaware specifically.
